Uhm, no - That works just fine
I just tried the following (using 9q in standalone mode)
- restore settings
- emu drive 1: #8
- default cartridge: slot2 (not 1, 1 is the PAL image!)
- write settings
Now i can go to the filebrowser, press enter on files, and they start just fine as expected.
(any other NTSC RR image than the 3.8y that comes with the chameleon firmware is buggy btw)

What exactly do you mean by "The NTSC Retro Replay cartridge (either 3.8a or 3.8y) will load from SD card through the file browser"? The Cartridge isnt really involved at all when using the file browser (actually disables the cartridge) - so what exactly are you doing? And is this with a clean config?

It sounds indeed like corrupted ROMs.... and i'd give the exact same advice (reflash the firmware) *shrug*
That said, please do not put the Chameleon into a non working C64 - you risk damaging it.

Please have a look at the manual. The chameleon can re-route the mapping of the real SIDs in the C64. For this to work it has to know to what address the real SIDs are mapped to - this is the "real seconds sid" setting. The other setting is to setup where the emulated sid will be mapped. Except for the "type of sid 1" setting, it all refers to the second SID (only)

"pseudo stereo" is just "double mono", ie two SIDs at $d400. The chameleon can not do this, the second SID is always mapped to the "stereo" address

It connects to the computer with a single USB cable, and the keyboard can be plugged into a socket (so no soldering)
The board is designed so it can be mounted in a C64 case - see http://wiki.icomp.de/wiki/Keyrah_V2 (the new board looks similar)

The soon to be released Keyrah V3 basically provides:
- a keyboard interface that "converts" a retro keyboard (Amiga, C64, Atari-ST and some more) into a USB keyboard
- a joystick interface that "converts" two DE9 joysticks (like C64/Amiga etc use) into USB HID gamecontrollers
Now what you actually use it for is up to you Using a Raspi is one possibility, but you can of course also use it at your PC.
However, we can not provide detailed instructions on building such a thing, its up to you I have long ago created a WIKI page that describes the setup of VICE/UAE a bit: http://wiki.icomp.de/wiki/Raspberry_Pi_Setup

(Please note we cant actually support this, because we did not write those drivers and the product is long EOL)
That said, you will need the "cwfloppy" driver, which exposes the floppy as a block device. You then need to enable support for the format you want to access in the Linux kernel, and load the respective module. Then you can mount the block device using that format.
Something along those lines anyway - i have never done this myself, those drivers never worked for me in Linux.
