Where can I download the windows driver and tools for CW mk4, the download links in the wiki does not seems to work.

All of those links work for me... perhaps you need to enable javascript for the wiki?

This may be a security setting in the browser - our Wiki still does not have https access, and your security settings may consider non-https-downloads as unsafe.
The screenshot does show the correct download paths.
