First you'Re asking for a step-up, then for a step-down regulator. You should make up your mind what your input voltage should be before you go looking at regulators. Also, my only recommendation for the C64R is the Commodore PSU that we're selling in our shop. There's a lot of mistakes that you can make in switching regulator design, and I am frequently hired to fix problems that other designers can't fix. To be hones, I'm not too fond of the idea of giving a free course in switching regulator design.
