  • Harm the faulty C64 or harm the Turbo Chameleon?

It may harm the Chameleon. You never know what type of defect the computer has, and it may be a constant voltage driven on a bus that is normally 3-stated. As a result, the Chameleon may be damaged. For a dead-test cartridge, it's better to use something that's not so valuable.

And in the case of the latter, can the Turbo Chameleon be harmed where a regular test cartridge or a BackBit will not?

All of it can be damaged. Thats why you should generally use a simple EPROM cartridge for "Dead Test" and "Diagnostic" type of things. (They might be damaged too, but they are cheap and easy to fix)
